# Create advertiser cookie value targeting

`POST https://YOUR-NETWORK-DOMAIN/rest-api/advertiser/{advertiserId}/targeting/cookie-value/create.do`

Creates a cookie value targeting rule for the specified advertiser. The rule matches ad requests where the specified cookie name has the given value. Targeting is automatically enabled if it was previously disabled. Requires UPDATE permission on the advertiser and MANAGE_DEMAND_TARGETING user permission.

## Responses

- `400` — Invalid targeting value
- `401` — Unauthorized
