Updates an existing advertiser price adjustment rule.

Updates an existing advertiser price adjustment rule. Parameters: conditionSubject, conditionOperator, conditionValue, actionType, and actionValue — only provided fields are updated. Requires MANAGE_PRICE_ADJUSTING permission and UPDATE access to the owning advertiser.
