Update per-action limit

Updates an existing per-action conversion limit for the specified entity type, entity ID, and action (goal).

Updates an existing per-action conversion limit for the specified entity type, entity ID, and action (goal). Only the fields provided in the request are updated; omitted optional fields remain unchanged. This allows modifying daily and total conversion caps independently without recreating the limit. The entity type must be one of BANNER, CAMPAIGN, ADVERTISER, PLACEMENT, or SITE; unsupported types return 400.
