Duplicate a video spec preset for publisher sites

Adds a custom preset with the same values as presetId — a starting point for a publisher whose spec differs a little, or for a second delivery profile.

Adds a custom preset with the same values as presetId — a starting point for a publisher whose spec differs a little, or for a second delivery profile. It is named "… (copy)" unless name is given, and gets an id of its own; the original is not changed. The response is the new preset. Requires the VIDEO_REQUIREMENT_PRESETS admin permission (Admin → Creatives & tags → Video requirement presets).
