Delete banner bid floor

Deletes the bid floor of the specified banner for one country.

Deletes the bid floor of the specified banner for one country. With '*' the global bid floor is not removed but reset to 0. Requires UPDATE access to the banner's advertiser and ENABLED level on BID_FLOOR_MANAGEMENT permission.
