Create advertiser OS targeting

Creates an operating system targeting rule for the specified advertiser.

Creates an operating system targeting rule for the specified advertiser. Optionally includes a specific OS version and comparison relation for version-level targeting. Use the OS values and OS versions endpoints to retrieve available options. Requires UPDATE permission on the advertiser and MANAGE_DEMAND_TARGETING user permission.

Optional OS version: a version value from the OS versions endpoint (for example 16.-1 for iOS 16.x.x) or its title. An unknown version, or a version on an OS without versions, answers 400 with the valid versions
