Creates a traffic risk score targeting rule for the specified zone.

Creates a traffic risk score targeting rule for the specified zone. Optionally filter by specific risk categories. Requires UPDATE permission on the zone and MANAGE_SUPPLY_PRE_TARGETING user permission.
