Creates a browser targeting rule for the specified placement, enabling targeting if it was previously disabled.

Creates a browser targeting rule for the specified placement, enabling targeting if it was previously disabled. The rule specifies whether to include or exclude traffic from the given browser. Optionally, a version constraint can be applied using relation and browserVersion parameters. Returns the created targeting rule as a JSON object. Requires BROWSER targeting permission, UPDATE permission on the placement's site inventory, and MANAGE_SUPPLY_PRE_TARGETING user permission.
