Create placement traffic risk score targeting

Creates a traffic risk score targeting rule for the specified placement.

Creates a traffic risk score targeting rule for the specified placement. Targets traffic based on brand safety fraud detection risk levels. Optionally filter by specific risk categories. If multiple risk categories are provided, a separate targeting rule is created for each. Requires UPDATE permission on the placement and MANAGE_SUPPLY_PRE_TARGETING user permission.
