Create campaign browser targeting

Creates a browser targeting rule for the specified campaign.

Creates a browser targeting rule for the specified campaign. Optionally includes a major browser version and comparison relation for version-level targeting. Targeting is automatically enabled if it was previously disabled. Requires UPDATE permission on the campaign and MANAGE_DEMAND_TARGETING user permission.
