Create placement browser rank targeting

Creates a browser rank targeting rule for the specified placement.

Creates a browser rank targeting rule for the specified placement. Targets viewers based on the popularity rank of their browser. Use the relation parameter to specify the comparison operator (e.g., LOWER_EQUAL for browsers ranked at or below the given value). Returns an error if a valid target value cannot be built. Requires UPDATE permission on the placement and MANAGE_SUPPLY_PRE_TARGETING user permission.
