Create placement country targeting

Creates one country targeting rule per ISO country code for the specified placement — several codes are accepted, repeated or comma-separated.

Creates one country targeting rule per ISO country code for the specified placement — several codes are accepted, repeated or comma-separated. Codes are validated and normalized to uppercase. A rule that already exists is not created again: its entry is the stored rule, marked alreadyExisted=true. Returns the created targeting rules as a JSON array. Requires COUNTRY targeting permission, UPDATE permission on the placement's site inventory, and MANAGE_SUPPLY_PRE_TARGETING user permission.
